Got the idea from something Mzee posted.
Took an old 32 socket and welded on a standard 40mm galvanized plumbing socket after making the cut outs using a hack saw. Once the lugs have been marked out the vertical cuts are made and then the horizontal cut on the section to be removed. A pair of pliers can be used to snap out the unwanted segment and a triangular file used to neaten up the edges.
Replaced the steering head bearings and was able to torque up the nuts to spec. Works like a charm.
